Richard Timuss's Social Conscience Thesis

Abstract
Richard Titmuss points out such diverse factors as industrialization, world wars, fears for socialist revolution, and power struggles among political parties and interest groups as the driving forces for the growth of the welfare state. However, his uniqueness in social policy theory lies in his emphasis on altruism and commitment to community as the underlying force for the expansion of social policy. This article, by analyzing The Gift Relationship: From Human Blood to Social Policy, attempts to argue that Richard Titmuss represents the social conscience school, a minor view in welfare state theory. This article deserves an academic concern in the sense that it offers a systematic study on Richard Titmuss, which has rarely been attempted in South Korea. Further, this article, by emphasizing altruism and social conscience as the essential element in explaining social policy, provides a new interpretation of Richard Timuss`s view on social policy, and sheds light on the importance of the social conscience theory in welfare state study.
